Well, I have replaced GPR and the IAH relay and still won't start below 40 d F. When I jump the IAH, it sparks like it is passing power fine. When I jump the GPR it does nothing. It is brand new from the stealer. Glow plugs are new. Batteries are fine.
Could there be a fuseable link or something that is bad?
Mabey previous owner wired the GPR wrong?
Are the two smaller activation wires fused?

Well you must not be getting power to the GPR then. Check your voltage to ground from the battery cable side of the GPR when the key is turned on. Then check it from the other post to ground to check the relay. If that is good and the wiring is correct, start looking at the UVC harness.
Thanks Tenn. after my last post, I went home and multi metered the relay. It works fine. I checked the wires up to the valve covers they are good. I checked the harness at the valve covers and the passenger side were all showing oohms.?? But the driver side had nothing on the rear 3 gp pins. My multimeter doesent go to single oohms. so I don't know for sure. All but the 3 on the driver side had continuity. I think the plug might be comming loose under the cover. I saw the link for the clip things that hold them together. I don't know if they (the mechanic) used them or not. Next, I will take the valve cover off and check the harness conection.

Ok, been reading and following this thread. First of this week we had 32 degree mornings twice and had to crank it 6 or so times before it finally fired off. I checked the relays and actually neither was working so I replaced the rear relay with a GPR109. After shuffling the wires around some it started working, seems small wire placement in relation to the hot wire from the battery made a difference. Now I am just waiting for the next cold spell to see what a difference it makes. I still have 2 questions though. Napa shows GPR110 as the right part but did not have one in stock.
Is their a big difference between gpr109 and gpr110? Also a lot of people seem to have their air inlet heater disconnected, is this a result of the intake filter mod?

Well guys, thanks a ton for all the ideas and cures. I finally got the "cahones" to replace the glow plugs and harnesses myself. It went great. Just had to make a special 10mm socket to clear the rocker arm. The volts drop a bit more when the glowplugs work. The driver side harness was almost off, and all the f'ing glowplugs were the Crapy Autolites I have heard you all tell horror storiesabout.
I took it to the shop to get it done 2 years ago and they dident last even a year I bet. Anyway, Factory stuff in there now and it starts with no smoke and no problem at 40 degress F. Now, I just wait for the real cold stuff to get here. Thanks for all the great ideas.
PS: A good burnout smoothes bouncy out-of-round tires. Long story, .....
Hey guys, I've read this thread and been having my own problem too. I have an early 99 and over the past few months if I don't plug it in it takes 15 minutes or so to get it started and a bunch of white smoke. Once it is warm, no more issues. Yesterday I installed the AFE stage 2 and noticed that it did not want to start afterwards. After a few minutes of trying it finally started. Last night I replaced the gpr and it started afterwards but this morning, no start. Up until this morning as long as it is plugged in it always starts fine but this morning it would not start. My cousin came by and sprayed something in it and it fired right up and I let it run for about 20 minutes until good and warm, cut it off. Got in it 30 minutes later and no start again. Very frustrating! Do you guys think the intake may have affected something?

i have been following this post and am glad to hear you got your problem fixed. hope the cold brings you good news.
where did you get the uvc harness and how much were they?? i am having cold starting issues as well. i bought new motorcraft gloplugs but havent installed them because the ones that are in the truck now all ohm out at 0.5ohms?? i have a new gpr but in the mornings no matter if it 40* or 4* out there is a little white smoke on start up. more white smoke the colder it is. im begining to wonder if it is the uvc.
Ok guys, I have a 1999 ford f350, and it is hard to start, some white smokes comes out b/4 it starts and it even miss' when it starts up, but stops missing after I drive it for about a mile or so, on my 1999 f350 which relay is for the glow plugs the one up front or the one in the back side of it, I'll try that with a screw driver next time but I want to do it on the rite relay
