Sometimes people who seem "cheap" have an aversion to anything being wasted...this is true of most people who lived through hard economic times and is not related to your level of affluence. Most of them will save items it is unlikely they will ever use (or perhaps not be able to find when needed). Anything you buy but don't use is a curse because you can't throw it away...so maybe that explains why this guy did not want those screws to become a burden to him.
There are spendthrifts & tightwads in all income/net worth categories. And seniors who have nothing much to do & all day to do it.
In my area, there is a farm near an upscale retirement community that sells produce a little cheaper than anywhere else, but you have to wait for the wagon to come in (no set schedule) & then be ready to fight off others to get your food before its all gone. Not worth the time & hassle (IMO) to save a dime or two, but everytime I go by, the place is crammed with Cadillacs, Benzes and Bimmers with silver-haired occupants waiting patiently (most cars are idling for AC in hot weather).
