A/C Vacume prob?

A/C Vacume prob?
If I put my A/C switch on max in my 91 it will switch to defrost above about 1500rpm and stay there until I return to idle. I also do not believe that when I switch from normal to max there is any change. This is a vacume prob right? I just need to know where to start. Thanks

If your '91 has a vacuum-controlled valve in the engine compartment that shuts off coolant flow to the heater in MAX A/C, see if the vacuum line to it is disconnected or has a hole in it.
