I have a 95 F150 with twin tanks...the pumps run with key on but do not shut off..I removed the regulator and blocked of line but still run and the truck will not start...have spark...P.S. where is PCM not on fire wall or either kick panel.thanks
There a relay that powers the fuel pumps and it's likely shorted on. On my '90 it is on drivers side inner fender well. Replace the relay and all should be fine.
Yes.. usually what happens is the high current contacts in the relay weld themselves together and don't release even with the ignition off. So the pumps run as long as the battery is connected. There is only 1 relay for both tanks.

Check your relays first(Or if you dont know how) swap in known good ones. If they check out, I would agree, bad ECM. I just had to swap mine out on my 92, as it was doing exactly what yours is. But, a weak ground actually was the underlying problem which killed the computer. You can check your grounds going to the ecm(Theres a procedure on fordfuelinjection.com)
