Bad ground?

Bad ground?
This is actually a '77 LTD. I have funky problems with the passenger side tail light. When the headlights are on and the blinker is on, instead of both bulbs in the tail light going dim and bright simultaneously, the two bulbs switch back and forth (one will be bright and the other dim, then the reverse, and so on). Come to think of it, my '73 Galaxie did that too. Lately the lower bulb doesn't even work. My ground strap is looking pretty nasty so my first thought was a bad ground. However, I have 1.0 ohm resistance between the negative battery terminal and the distributor base...does that mean the ground strap is good?
