Hutch mod - help

I have my fule tank on the ground doing the hutch mod and need to know do i put the ss tube down past the round value that is on the black part of the pick up tube? is that why i use the 3/8 drill bit

Yes. The SS tube slides up the tube to block off the rubber duck bill valve, then the rubber umbrella will clamp on to the end of the SS tube.
