Not sure if the cable has stretched or what, but operating the hood release lever under the steering column is not releasing the catch on the hood. Any suggestions how I can release the hood by other means?

I had to replace the cable on my neighbors Windstar. Might be similar to yours...
Look through the grille at the drivers side of the latch. There should be a little tab sticking out. With a long and fairly narrow screwdriver, twist one way or the other to see if the latch releases. Don't apply too much force, but enough to open the latch. It might help to have someone push down on the hood just a little bit to relieve some of the latching friction. Poke around a little bit until you find the right spot to release the latch. Hope this helps.
There was little pebble next to the cable housing at the latch. It finally wore through the cable until it broke, or they had to pull too hard to open the hood. I think the cable broke one strand at a time until it broke all the way through. The cable assembly was about 30 or 40 dollars from the dealer. Not too difficult to replace.
