When I bought my dual tank van I didn't get the keys for the gas caps. I used a small pry-bar and had them off within 5 minutes. They are only used to keep honest people out. The top of the cap with the locking section just pops right off and then you can untwist the threaded section in the filler neck.
Yes, on others you can pop the top off and there are two small holes you can stick screwdrivers into and turn the holes at the same time to untwist the cap.

Happy that you problem is solved. I know that in this case you just needed the gas caps off, but one thing you might like to know is, that you NEVER put an petroleum based lublicant in a lock if you're not going to disassemble it for cleaning. The reason? Oil will attract dust and clog up the lock even worse over time, even if you prevent it rusting. Dust and oil will also act as
an abrasive and eventually wear out the locks components.
Instead, use a dry graphite powder or a pressurised graphite spray that uses a fast evaporating carrier.

I would have used a cordless drill and drilled out the lock.
I have combination locking caps on my vehicles. They have a pocket for spare keys inside. I never have to worry about locking my keys inside (unless I forget the combination).
