94 F150 windshield wiper issues

A while back, my wife's 1994 F150 XLT (2WD - 4sp Auto - 302ci) had a voltage regulator go out on her. As near as I can tell, the truck was driven for a while with the voltage somewhere above 18 volts - the meter was pegged. Replaced the alternator/voltage regulator combo, the truck now runs fine. Since then, the windshield wipers were non functional. OK, check the fuse - it's blown. Put another one in and it blows immediately. The dealer suggested that the multi function switch was bad - OK, I just replaced that, same story. Just for grins, I put a 20 amp fuse in place of the 15 and the wipers run at normal speed no matter what the control is set to. On, off, no matter what, the wipers run.

I am not any where near knowledgeable on this type of troubleshooting - anyone have any thoughts or ideas - I sure could use them.
