any basic drill and fill stump remover will work but, cedar is a wickly hard wood it will take some time but it should work.
we pulled some really bad looking cedar bushes from out infront of my grandmas house, after the stump killer didnt work. just dig down around the base of the stump, dig deep enough to get to the roots and hack them to pieces.
I just rent a dozer, or excavator, and rip em out, though thats not always an option for most people. failing that, a little KABOOM stuff like TNT, or lots of gunpowder usually works well. add a few beers in, and you've got yourself a good night with the guys.
With it being cedar, they burn out easilly. Get a bunch of pallets or some firewood and just build a fire on top of it. After you burn it for several hours, keep mixing the hot coals up. In a few days it should just be a big empty hole with a bunch of ashes in the bottom. I have done it many times with pine and oak trees, even freshly cut green oak trees, and it does a good job.
A friend of mine will drill stumps with drill bits. Then he will soak the stump in Kerosene for about a week, then put charcoal on it and burn em out. It takes about days to do a slow burn. I have to do this on a Willow stump of mine that keeps growing more branches off of it.
I have burned a few stumps out...just not cedar...old pecan tree stumps.
I took a chainsaw, cut some cross hatches across the top, poured on some diesel fuel, let it soak overnight and then set fire to it. I had one burn for a month, it was a huge stump!

BUT, if you are in a sensitive area surrounded by houses with little old ladies in them, you can use the quiet approach.
when my parents moved into their condo, there was a locust tree that was threatening the foundation. the homeowners association OKed the tree removal, but not the stump grinding. so i went over with the superduty, with the winch mounted in the front hitch. i pulled up on the grass, and proceeded to whack the roots with an Axe. then as i was hooking the cable to the side roots, the president of the association drove up screaming. i pulled 3 roots and the stump out before he could say anything. he was screaming about damaging the grass and other nonsense. i backed the truck off the lawn, turned around and backed back onto the lawn, and filled the hole with top soil. them we loaded the stump and roots into the bed of the truck, and drove off. he could not believe that i drove on his precious grass without hurting it.
