The balancers are zero balance. Ford did use several different size balancers like on the 427, 428SCJ and PI Shelby engines. They were a little thicker and taller than the std FE balancers and require the use of the matching timing pointer to clear. Also some of the early balancers were different where the pulley was rubber bonded to the balancer. Not bolted on like the later pulleys. You are correct on the 428 crank/flywheel balancing. You can leave it external balance and save the cost of mallory metal being added to zero/neutral balance. If you ever need to swap flywheels you can take the old one and have the new one balanced to the same specs. While neutral balance is preferred by some all my 428's have been left external balance. Maybe get a quote on both ways and see if the zero balance is not much more. The last setup I had balanced I was told another $300-400 to zero balance and add mallory metal to the crank. Your shops prices might be better.

ya i forgot to say if you dont rebalance you need the 428 flywheel or flex plate. You can make a 410 mercury out of a 360/390. since all three share the same bore. so you can technically just drop in the crank with the 428crank,balancer, flexplate/flywheel,390 rod's and use the 410 mercury piston's. But i think everyone here would do a complete rebuild aftermarket rod's,neutrel balance the crank. and a forged version of the 410 cast piston's or custom piston's. DONT FORGET FORD USED 2 DIFFERENT BALANCERS A 3 AND A 4 BOLT ON THE 428

i also think that 410 pistons are just a low compression 360 piston...

No, not exactly. It goes like this:

410 pistons are low compression 390 pistons. High compression 390 pistons are 360 pistons. There is no high compression 360 piston, as there is not a low compression 410 piston that I am aware of.
