'78 351M Choke adjust?
The fast idle cam adjustment is on the passenger side slightly to the rear and behind the black choke housing franklin mentioned. There will be a small bracket with a couple of detents and an arm with a peg from the butterfly plate. When working correctly the peg will position on one of the detents for fast idle operation when cold. I say when working correctly because the carb on mine is a rebuilt one I put on three years ago and I've never got it working correctly. Maybe I'm missing something (or perhaps my real mechanical ability is showing). It's difficult to describe the assembly, so maybe some of the other posters can correct anything I've gotten wrong.

Don't crush them, restore them!
Yes it should be out. I'm not sure of the overall travel of the solenoid, but the solenoid is out on my carburetor even when the engine is shut off. It pulls back some on shutoff to allow the throttle to close. (I need to go back and check my Haynes manual to refresh my memory on some of this.)
