Has any body ever had a fine for removing cats?
If the state you live in don't have an inspection for emissions and you drive into another state can they fine you for removing them?

Actually they can under federal statues, the vehicle may even be impounded. This cn be enforced not only by a law enforcement official but initiated by any county/state air quality management enforcement staff or by any federal EPA enforcement officer (even in your own state).
The enforcement officers note the vehicle information, you recieve a formal letter in the mail and given so-many days to have your vehicle inspected. It can get very ugly and the locals have amost no say in the matter and they can even stop you from being able to re-register your vehicle within your present state
