The tire companies do remove/patch/replace the tires when fixing a puncture. My wife drove over a screwdriver and the blade put a gaping wound in it. Two plugs held for a while but then the tire would leak. I took it in to Discount Tire Co and they removed the tire to patch it and found that the long screwdriver blade had cut up the inner sidewalls. Their road hazard gave me a new tire.
