In a 1990 the temperature blend door is cable controlled, there is an outside air vent that is vacuum controlled, and a director door (changes the air flow from floor to vents to defroster) that is vacuum controlled. If you have not heat try tunring the A/C on in the MAX position. If you get good heat then you need to close the outside air vent. In our '88 we just ran a vacuum line from the manifold over to the valve. It should be on the bottom of the HVAC box inside the cabin.

WHERE IS THE PART OF THE CABLE CONECT TO NOW THIS A VAN AND
THIS VERY HARD TO FINED TO LOCATE THIS CABLE WITH OUT TAKEING
THE DASH HALF WAY OUT TO SEE IF WHERE THIS CABLE IS
WHEN I MOVE THE TEMPERATURE CONTROL CABLE FROM COLD TO WARM
IT WILL STLL BE WARM IF THIS VEHICLE HAS A CABLE OPERATED

The easy way is to drop the interior heater box. Take the front panel off of it, and look in there to see if the door is broken. The cable connection should be on the top of the box.
