Maybe a mod or admin will chime in here, but rep points can be given for posts that you think are exceptionally good (informative, humorous, etc).... or bad, as the case may be. Over time, your points accumulate, as do those nifty green dots. When your green dots start turning yellow, you've really hit the bling stage.
On your user CP, you can see who awarded you points, along with whatever comment they may have made along with it.
Edit- OK, a mod did chime in. But it either isn't explained or noticed by a lot of the new members.

I believe if a person helped you out with something and was there for the whole dilemna to figure the problem out ...then give that person some positive reputation points
If a person was rude to you and didn't want to discuss a situation maturely
on or off site,then offer either Neutral or Negative Rep comments.

So,You are basically telling others this person is either a great help or a dweeb.

Speaking of rep points I have noticed a change in designations. Where I was on a distinguised road I am now starting off with a positive reputation. On the other end of the spectrum Ivan was a glorious beacon of light now he has a great reputation on FTE. I thought the old sayings were kind of interesting but maybe the way it is being simplified is better.
