If its not covered in material then whatever spray paint you want to use will work, I would go with a textured. Covering it would look the best, the best adhesive Ive found out of a can is 3m High stength. I think thats what its called, cant remember. If you cover it dont use cheap adhesive, use something that can take a little heat, or your vinyl will sag after a while.
