Ok, I ordered a new I.P. let's see if that take's care of the problem. Does an I.P. come already timed?

Timing is set by the position the IP is bolted to the engine.
Just like a distributor in a gasser.

If you bolt the IP with the static timing marks aligned you will be close.

I have been waiting to install my new starter. I work everyday, as of late, so I haven't had time to take the old starter out yet.
