Wow! We don't even have to do that in California!

When I "imported" mine from Texas, all they wanted to do at the DMV was inspect the VIN tags to be sure everything matched the paperwork.

Phoenix DOES have a smog problem, but I didn't think it would come down to smogging diesels there, at least not yet. I know it'll eventually come to us all, someday, and I'm sure not looking forward to it, but I wouldn't have thought that Arizona would have been on that cutting edge. Remember:

"The closer you are to the leading edge of technology,
the more likely you are to be 'nicked' by it"!

If you are in Maricopa or Pima County, you may want to read this:

http://www.azdeq.gov/environ/air/vei/diesel.html

I'd pay particular attention to what it says about "snap tests" and engine RPM governors. I think I'd revert it to stock for the testing, just to be sure you HAVE an RPM governor, 'cause they're going to "run it up against it".

Yes. Put the engine back to stock. That will remove all the smoke that they are testing for.
Washington state has had diesel emission tests for at least 15 years now. I've gone to the classes and gotten the certification for being able to repair the cars and trucks if they fail. Both gas and diesel.
What they are looking for is the puff of black smoke on the diesel engine when it revs from an idle. They measure it by opacity. The have an instrument that shines a light beam on a sensor. The instrument puts out a number like, for instance, 50. That means that 50% of the light beam has been blocked by the smoke on your exhaust. Now if you go in there with your 100 HP tune and belching that big cloud of smoke whenever you gun the throttle, it's a guarenteed emission failure. They are looking for numbers below 10 these days. The black cloud will give you nearly 100 %.
Put it back to stock, go out and drive it very agressively for a few miles to clean out the residual soot on the inside of the exhaust pipe. After that go take the test, no smoke, you pass and life is good.

Just passed my 2000 today. It read a 2 for Opacity Reading (%) and 40 for Opacity Limit (%). Is the 40 the actual limit or a reading from my truck?

40 is the limit. Your reading of 2 is excellent.

Are they still snap testing them or are they putting them on the rollers now?

Snap test. 3 times. Was in and out of the stall in less than 5 minutes. BTW. You can renew online now. Tried it today, I'll do most anything to keep from standing in lines.
