When I was researching my truck to see how to go about converting the EBPV to an exhaust brake, I tested for power at the plug to the solinoid. It's not a constant voltage. It's a pulse width modulated signal that makes the test light blink on and off about 4 times per second. I never bothered to measure the voltage after that. I went and got a 10 ohm ballast resister to drop the voltage down so I wouldn't burn out the coil. I don't know if it was necessary or not, but I was more comfortable running the solinoid that way because it was designed to be activated by a pulse width, not constant power. So the coil seemed to me would be a hotter wind than one that would be designed for continuous duty.

Well I did the EBPV mod on a relay with a rectifier diode going toward the PCM and a resistor toward the valve. Everything is working as it should,but I also hooked up a 5VDC LED toward the PCM to see when the PCM activates the valve.However, just like you said it the LED pulses.Just tring to get rid of the pulsing.
Suggest moving the power supply for that diode to the side that powers the EBPV. I don't know of any way to get rid of the pulse, because that's what the ECU is putting out.
Capacitor. Try starting with a 50uF. It filters those periods of no-voltage right out. The stored voltage will collapse quickly when there is no supply, giving you no false "on" indication.
You may have to play with the size of the cap, as I don't know the current draw for the EBPV actuator, and I did no math.
