OK guys, Here is the deal. The peice I have been talking about is indeed a harmonic balancer! For everyone who was telling me that I was wrong, well I wasn't. It is very similar to a crankshaft harmonic balancer. It is drilled in certain spots so it is balanced and it also has a rubber bushing on the inside just like a regular crankshaft balancer. I installed it today and it really helped to get rid of the roughness.

i never said you were wrong. i knew it was a harmonic balancer like i mentioned in my post.
Thanks for the update. I guess I'll have to look for one next time I'm at the wrecking yard. Any issues to look out for?
It was a pretty straight forward swap, I used the coil from the same balancer/clutch that I pulled at the pic a part because the one on my truck was a different size. You might wanna grab the whole thing too just in case.

Does the belt still vibrate around? Mine always doesquite a bit, but it doesnt mattter if the A/C is on or off. It usually starts doing it at high engine speeds like when your drivinjg pretty fast or winding on it in a lower gear.
yeah, the belt still has some vibration in it. only when the a/c pump is turned on though. it's also a cheaper belt that I put on it, I should change it out. then again it's also a 28 year old truck, maybe that has something to due with it? it's better then it was though. good luck.
Yeah, the belt does have to be really tight! I bought a cheapy from autozone. it seems like when I tighten it the belt slowy stretches out. I have always had good luck with the goodyear gatorback belts. I'll put one on in the future.
