While at the parts store today I got a bunch of fuses. I went through both fuse panels and replaced every single fuse whether it looked good or not. Now the washer pump works and so does the horn 
still no wipers but at least I'm making some head way! Now when I try the wipers I can hear the relay click (couldn't before). A lot more optimistist now! Off to the garage I go!

K, so after spending an hour with the multimeter checking everything after the relay I discovered there was power at the wiper motor connector BUT the green rubber weather pak seal was keeping the connector from totally engaging into the wiper motor. I pulled the rubber out and everything works great (finally)! I just need to seal the connection and all is well.
So, all this BS was caused by A) fuses that were toast but appeared to be good still and a goofy weather pak connector
