I have done the install both ways and feel it's easier to remove the bumper, a few more bolts but some of the factory torque is way more than a swivel knuckle can handle, broke two already!
By the way if you have any rusting problems with the stock Ford chrome hooks give us a call we have triple plated, (copper, nickle, chrome" factory hooks that we sell everyday. The Ford ones are flash chrome plated only. We take stock ones and strip them and start from bare metal. They cost a little more but the shine is way top flight and they won't rust like a lot of the stockers I have seen that are 8-12 months old.
