It looks to me that there is no power to the fuel pump. put I have checked all the fusers and relays and shutoff switch. thats why I had a guy scan it. If the fule pump is bad should you still get power back to the plug for the fuel pump?

Yes, you should. Have you checked the dash switch? That's what routes power to the individual fuel pumps.
Even if you have a single tank, there is a jumper block inside the dash that takes the place of the dash switch.
