I've had the same experience trying to get older parts, one dealer can't get it the other can, unfortunately we are dealing with people and $$$, my wife worked as assistant parts manager for a GMC truck dealer (I own 6 Fords, just my luck) so I kink of understand how things work...I went to a Ford dealer to order some little low dollar part..no luck....call the wife, she calls the same dealer, and amazing, its availible and they will have it to her the next morning..and its not just Ford dealers, this happens in lots of industries
Ford doesn't rebuild engines they contracted that business out years ago. But the they have authorized rebuilders and they will rebuild anything they can still get parts for. There are still a lot of Fe blocks still running in the heavier trucks. It has been awhile but I actually was able to buy a Ford authorized rebuilt flat head v8 probaly 8-10 years ago
A few years back I replaced a tired 390 from a local builder. The engine never did live up to it's potential...which I believe was due to a poor shop. Anyway, I purchased a long block 390 from my local FORD dealer. Do not recall the price, but was reasonable. This engine has a few modifications since (cam, timing chain, valve springs, push rods, lifters, etc.) and has been a great engine.
To answer your question: Yes, it was painted black.
