What is this component?

This component is making a humming sound while the engine is running. It is connected to hoses from the air pump. What does this component do and does it need to be replaced? This truck did pass emissions. Here is a picture where I have circled the component -

That is a blower motor that supplies cooler air the the injectors when they get hot

If it is a blower, it is aftermarket; they didn't use the blower for the injectors after '88 or '89.

I can't tell what it hooks to from that angle. Do you have more pictures from other angles?
