You can rebuild them. I forget the size, but it has two bearings, one at each end of the housing, and if you replace them, typically that's all that's necessary. Usually air pumps such as these sieze up becasue the grease in the bearings dry out, or get squeezed out after 60-100K miles. Normal issues with bearings you can't regrease.
The other thing to consider, is for what they charge for a new one (go to rockauto.com and see how inexpensive they are), it's almost not worth it to DIY.

I paid 58 dollars for a rebuilt smog pump, 21,000 miles ago. BTW, it is still working good.
The pump failed on me during an engine change,the failure seemed very strange. I took the pump out, layed it on the garage floor and it was working OK, I could spin the pulley by hand and feel it puffing a little air. After a month, it was ready to go back on, I picked it up, and the pulley was seized. I may have bumped, dropped, or kicked it by accident, and it may have gotten some water in it also, but there wasn't any rust inside.
I took the seized pump apart to fix it, I can usually take things apart and get them back together, but that darn thing confounded me! It has centrifical vanes inside and I got them all screwed up and gave up, not to mention I busted a part of the case when I tried to get it apart.
Just remember to take the old one with you to the parts store, they will want the core.

I checked the parts store they had two different ones for my 87 302, one was 54.00 and the other 70.00,(rebuilt) I have to get the part # off of mine to match them up,the parts guy I always use, said he removed his off his 90 mustang, with no adverse effects, but I read several post about guys having problems from removing the air pump, any comments on pro's or con's on this one guys
