Setting The Choke
Ok I will take a stab at this. Take your air cleaner off. On the passenger side of the carb you will find a large black cap looking thing setting side ways. It will probably have a wire attached to it. It's almost as large as a spray can lid. It is held down tight with a metal collar and 3 screws at it's base. Loosen up the screws alittle.
Now, with the engine OFF, push the gas pedal to the floor once. This will "set" the choke. You should now see that the large metal "Butterfly" that is at the opening of the front 2 barrels has rotated and closed. Now, grab that black cap looking thing and rotated it. You will see that rotating it +- 30* will affect how far closed the butterflys are. Adjust it till they are about closed and tighten up those 3 screws.
Now back between this large black cap looking thing and the body of the carb you should find a small screw in some linkage. This is your fast idle speed adjust. It's kinda hard to get to but screw it in or out to a fast idle speed you like.
Finally, after the engine is cranked and up to temp make sure that the butterfly is open all the way. In other words it should be straight up and down. If not rotate the black cap thing alittle more.

Adjust it the same way, these are pretty good basic directions to get things in the ballpark. Passing emissions tests may require a little more tweaking.

Lee's got it pretty close but I'll see if I can clarify things a bit.
When you go to set the choke make sure everything is cold. Like before you start it in the morning, say 50° to 70°.
Step 1) With the air cleaner off, loosen the 3 screws that hold the round black choke cover to the side of the carb, just enough to be able to turn it. Then hold the throttle lever slightly open, so the fast idle cam won't interfere, and rotate the choke cover so the butterfly plate on the top of the carb JUST closes. Release the throttle lever and snug down the screws holding the choke. Just to double check linkage, hold the choke butterfly open and blip the throttle. This should return the fast idle cam to the warm position. When you release the butterfly it should try to close but stop about half way. Opening the throttle should now let the choke close all the way. All of this is done with the engine off.
Step 2) With any disconnected vacuum lines plugged either a) apply vacuum to the choke pull-off, the round metal can on the choke side of the carb, or b) start the engine, and watch the choke butterfly. It should quickly open a little more than 1/8 inch. Adjust by bending the link rod. Remember, you just hit the throttle a couple of times so the engine should be primed. When the engine starts, without hitting the throttle, your rpm's should be higher than normal, about 1200-1500 rpm. If not...
Step 3) Adjust the fast idle speed. This will be a small screw on the lower right side of the carb below the choke housing. Sometimes it's easier to adjust it a little with the engine off so you can move the throttle. Then...
Step 4) Watch the choke opening as the engine warms up. As the choke opens, blipping the throttle should move the fast idle screw down the ramp of the fast idle cam, lowering the rpm's progressively until the choke opens enough to let your regular idle screw take over. (Actually the fast idle cam moves, not the screw, but hopefully you get the picture.)
