There should be zoning information in a website for the county and a full description of what is acceptable and in what way within that zone.
Maybe it's time to start comparing licensing and auxilary costs? I'd assume you'd have to go Rite-Aid, or CVS, or Walgreens if you were going to go pharmacy, and if you go with a gas station, you need to get gas from somewhere. You're going to be paying for something and it's going to be a big check, if that's the way you go.

Dennis, I love your idea of the drive-in, but the lot is too small to relive the fantasies of 50's & 60's!! And, yes, the corresponding post is in the SoCal forum as well, while I am working with the City Planning Department too! SoCal forum seems to be very slow, somehow.

JD, because of the small size lot(8400 sq ft), ARCO, Mobil, Shell, and other major names would not show interest, however, I am researching the independent gas station franchises, such as, Ultra, Valero, etc. I am going to check their franchise terms & conditions. As Dennis had well pointed out earlier, I would have to live with small margins on the gas, and offset that by the CS/pharmacy business. I believe, I have seen drive-thru Walgreens, but I'm not sure if Rite-Aid or CVS are drive-thrus!
