No ground to all of the injectors? Have you pulled the connectors on each injector and confirmed that with a test lamp or noid light?

If something is preventing the PCM from delivering any of the ground signals, I would have to think the problem is electrical in nature, maybe along the lines of a bad Clutch Pedal Positon Switch or even a hiccup in the Anti-Theft system, those types of things. A WOT signal from the TPS while the engine is cranking also prevents the fuel injectors from firing, as well.

You don't mention how this problem started.

Ranger '99 doesn't start

At first, it wouldn't start, with gas pedal to the floor it started.
next it would start sometimes only, start, one day, start a week later.
now no start.
No ground to all injectors.
Does the computer control grounds to injectors thru PCM?
What is WOT signal?
Thanks

Yes the cpu controls the injectors by grounding one side to squirt fuel. I would look at the throttle position sensor.

WOT = Wide Open Throttle

The PCM controls the injectors by grounding each one, seperately, as needed.

I am having the same issue , although my ranger is a 94. I see that Davedawe found his issue, but unfortunatly, the TPS didnt fix mine. I have 38psi at the schrader, I am getting spark at every cylinder, but still no firing of the injector. Any other ideas?

Davedawe, I noticed you've changed the PCM recently, did this problem begin afterward, if so, are you shure it's ground is good????

You could confirm the ground with a heavy gage low resistance jumper wire, from the computer to the chassis or back to the battery's B- terminal. If she starts you know there is a computer grounding problem.

Also check the wiring harness connectors for looseness, bent, pushed back, corroded pins or sockets.

If all that checkes out ok, maybe the replacement PCM is bad.

Run this ride by your favorite autoparts store for a computer scan, it should flag something that would narrow the search down.
