Did you ever find out why your horn worked only with the key off? I ask because mine just started doing the exact same thing. Engine off, horn blows ... so it's not the clock-spring ... engine running, no horn or cruise control.

It's the cruise control box, on the passenger side.
I had the same problem, replaced the box, it's working like a gem.

The dealer replaced my GEM to get the horn working properly. If I wasn't looking at getting rid of my '01 Limited, I would've just installed air horns instead. BTW ... getting rid of the '01 because I'm in the market for an '05.
