Do it yourself garage?
Hazardous waste handling is another reason "Hobby Shops" are a potential problem. Fines for spills or improper disposal are astronomical.
I seem to recall a figure of $10,000.oo per instance, or more...
It is barely possible I think, to put some sort of club together with a shared shop facility. But it would be a club where the members would have to know eachother and their work habits really well.
Even personal garage space is a risk, anymore...
(for example: God help you if the EPA ever hears of you "Painting" a car or truck in your garage, if it isn't a licensed, regulated facility)
Don't worry about getting under my skin, I do appreciate it that you offer to back-off when you think you have offended -- no need.
I was merely offering a point of view in light of 1) you indicated this was "market research for school" and "good ideas die in the hands of bureaucrats all the time". My point was there are good reasons why the market may be limited (as you have seen from responses). I was trying to point out that policies, genuine market forces, and society are the constraints on the market.
If you just reject a business plan due to a bureaucratic hurdle you may miss a good opportunity to make it big. And if that's what you turn in to your instructor, you may miss a chance to get an "A". I'd hate to see a Ford guy not get an "A".

And my user name refers to my '74 F-350 with built to the hilt 460 & trans, dual 3inch exhaust screaming through hedman headers and flowmasters. Got ripped off 2 months ago, but I got it back with NO damage, umbelievable but true. They ran out the 4 gallons of gas it had lucky for me, then left it on the side of the road. At 8mpg they didn't get far, but blew the rear seal and started a trans leak. They stomped the gas pedal so hard the kick-down linkage busted. Lost my job 3 months ago, so I can't fix it. Bummer!

FYI, there were NEVER any 4V "M" motors. You shouldn't of been so surprised, after the orginal runs of BOSS 351's that had 4 bolt mains, most if not all 4V were 4 bolt mains. Wish you still had it though???!!!!!
