Ignition wire question? Sort of.

Ignition wire question? Sort of.
I just had to replace a fuse in my '04 SD and noticed the ignition wires that were spliced into by the alarm installer and now have a question about a part. It is to the right of the fuse box bolted underneath the steering column. It is white with a black piece inserted into it with the high current wires for the ignition, starter, etc. coming out of the left side of it. Could anyone tell me if originally there was/should be a black cover that snaps into the black plastic piece that all the high current wires terminate in and cover the wires? I can look and see the brass wire terminals at the end of the wires and it just doesn't seem right. I'm wondering if the alarm installer failed to put a piece back on. If it will help, on the right side of the white plastic piece is part #F4DC 11572 AA.
