Brake Controller Plug Location-2000 Expy

I have a 2000 Expedition purchased used in 2001. I believe it has the factory tow package as it has the tranny cooler and 7-wire factory connector to a 4 wire trailer plug on the bumper. Although I have looked multiple times, I cannot locate the brake controller connector under the dash. I have even pulled the radio and have not been able to locate it.

Anyone find it in a different location?

If it's there, Ford likes to tape it up real high; it will be white or gray, have 6 pins (3 over 3), and have 5 wires (1 dark blue). You may also need to add fuses/relays; hopefully someone else can confirm that.

My '02 and '04 Explorers had the connector behind the glove box (thanks Ford!).
