Well you say that your carb and dist. are working right so then what about your catalytic converter and smog pump? These two together help reduce HC emmisions quite a bit. Plus is your engine in proper tune a carb that is running to rich will cause higher HC emmisions. I need a litle more info on these parts to better help you.

smog canister and all hoses to it are good the other thing we did was a fog test of the carb.. and all vac.s all good... going to take the carb. back off and test the egr plate for a blockage .. to see if it is just recriculating the gases... sound right ????????

[updated:LAST EDITED ON 28-Mar-02 AT 05:39 PM (EST)]Do they test it at idle or at a higher rpm? The egr doesn't open at idle. You can test it by letting the engine idle, and then push up on the diaphram on the egr. The engine should run rough and maybe stall out. That means your passages are clear. If they test at idle, turn your mixture screws in as far as you can and still keep it running half decent and set the idle speed up a little.

The EGR is supposed to be closed at idle, key word "supposed". Carbs were never my strong suit when it came to emissions, but, high hydrocarbons means your rich. If the EGR isnt closing all the way, like if theres alot of crude in it keeping it a lil open, it will recirculate exhaust gas, and cause a rich mix. Thats just one possiblity. Might try and clean it up or replace it if its really nasty, but theres a million things that could be out of spec. Check the float adjustment, and choke settings?
