brake pedal returns too far

My brake pedal on my '81 F100 w/ 3sp OD seems to return too far, meaning that I have to lift my foot kinda high to apply the brakes. Should the rod that goes from the brake pedal to the brake booster be adjustable? Mine doesn't seem to actually be attached to anything inside the booster. Any thoughts would be appreciated.

I haven't looked at mine, but I thought there was a rubber stop that the pedal was pulled against in the up position?
