I just had the same problem on my 99 Navigator and it was the battery cables, you need to clean them really good with a battery terminal cleaning brush, also wire brush the battery post as well. They make a spray that you put on the battery terminals so that they don't corrode, the name of it slips me so check your local auto parts store.
