Ground the wire that hooks to the sending unit and the gauge should read way over towards the hot side. If not the problem is in the wiring/cluster/gauge. If it does most likely you have an issue with the sending unit.
When i used the test light i looked at the temp guage and it only went up to about the cold when it is hooked up to the sending unit the needle stays at rest.
I have a 79 F150, with the same problem. As was said before, the best way to issolate the proplem is to unplug the wire to the temp sensor and ground it. While doing so, have someone watch the meter, perferable some cute young thing. Not that it makes a difference on the reading, it just makes test that much more fun. Hey, you may want to check that out a few times.
Anyway, if the temp gage heads for hot, the wiring and gage are good, the sensor neews to be replaced. I just purchased one at the local Autozone for $17. If you find somewhere cheaper please let me know.
From the looks of it, you may have to remove the fan, and alternator bracket to get it in and out.

I got it to work thank you for everyones input it was the sending unit i thought it was that but i just wanted to find out about the pulsing mostly.and sorry for the spelling of gauge i need to pull my head out.
