1997 Expedition rear air controls not functioning properly

Help!!! I have a 1997 Expedition Eddie Bauer with Rear AIR. The fan motor works fine but the temp will always blow cold and when I try to change from Panel to Floor the airflow doesnt switch 100% (there is always a little blowing out on either instead of completely switching). This happens when trying either rear air flow temp controls. I have no problems with the normal front ac/heat controls just the rear system. Any suggestions?

There is a rear heater core, but I suspect the overhead controls, since the transition from roof to floor isn't complete. There are a couple of screws in the storage spaces, take them out and you'll have to pry the council down. Mine fought me, I thought I was going to break it (I was adding a power outlet for my radar detector). After you get it down, check for shorted wires or any burned contacts. Maybe someone has the metering specs for the dials they could post?
The easiest, kinda, thing to do is check the heater core to see if its hot or not.
