2bl Holley choke problems

I put a new holley on my 360 and cannot seem to figure out my manual choke. If I pull it on a cold start it does not want to start, it just cranks and seems to flood. I have to turn the choke off to get it to start. Cranking it several times. Now I let the thing sit for two weeks and started it yesterday with the choke pulled and it started right up on the first crank. I go to start it the next day with the choke and it does not want to start. What is the deal with Holley chokes. it's been pretty cold in the mornings 30-40 degrees. When do I need the choke, only after it sits for two weeks????
