Low 4X4 will not work

Low 4X4 will not work
I have a 1982 Bronco with a 5.8 shift on the fly. My shift on the fly would not work and I did a self test on the transfer case electronic control module. It came back good I pluged it back in and now it will shift into 4x4 but not into low 4x4 Sometimes I can here the module clicking and sometimes nothing. Sometimes when i engage the low 4x4 it takes the the truck out of 4x4. does anybody have any ideas were to go next.
