New Holley Bogging under load

Just installed a new Holley 390 on an 300 I-6...

When I begin to go up hills from a dead stop, the carb bogs down until I feather the throttle.

What should I do?

The secondaries are probably opening too soon. Have you checked the plugs yet? How do they look?

Does the carb sit sideways or front to back? I would check the float level and for vacuum leaks.
