If there is a quick, permanant method, I'd like to find it. Usually rust visible over the wheels has appeared on the outside, but originates on the inside. The only sure fire way to get rid of it is to cut it out, kill the rust spots with an acid, weld in fresh metal, duraglass, bondo, prime, paint. If you don't have access to a welder, you can cut out the rust, then kill it and duraglass, bondo, prime and paint. Rust is cancer to metal, and you don't want to do anything "half a#$" in removing/repairing it. There are some items on the market that claim they can treat rust in "one easy application". I have never seen success. In my shop, we use hydrochloric acid to kill the rust. It's a little expensive, but very aggressive. Some products turn the rust to a black inert matter that you can put body fillers over top. These are not a permanant fix, and the rust will return. One thing I do after a rust repair on fenders, is plaster the back side of the repair, after welding and priming with epoxy primer, with roof repair with long strand fiberglass. This protects the fresh metal from water, salt, sand, etc. It forms a thin crust over the top, yet remains flexible. If you want to do an easy quick fix, may I suggest a little duct tape and a spray bomb. It only takes a couple minutes, and lasts just as long as smearing body filler over top of the holes and painting.
