Wheel Well Bolts

Are the wheel well bolts tack welded in? I broke one off and decided to call it a night. What its the easiest way to remove them? I have a cut off wheel but not a grinder. I am going to be doing some mig welding of fenders and this might be a good time to get a grinder.

Is this on the front or rear fenders? The ones on the bed are welded in, the ones on the front are unfortunately not (they always spin). All but one of my rear fender bolts on one side broke off, so I drilled thru from the other side and will just use a hex-head. You can drill them and MIG-weld a bolt that's had its head sawed off flush with the old head, it is far easier than trying to get the old head off. They were essentially spot-welded so there is a ton of grinding to get one off.

It is the last bolt on the rear of the rear fender, Murphys law.
