My understanding is mileage info is stored in instrument cluster only. To change the digital readout, you need a NDS? tool (may have the abbreviation wrong) that can change the digits to whatever you want.
Im not sure that even the NGS tool is capable of resetting anything to do with the odometer. It may be possible but ive been around the dealerships since I was 6 and ive never seen it...
NGS can be purchased on Ebay. The dealer cannot change odometer settings with it or any tool we have. If it were possible you would see odometer rollbacks becoming common place with anyone with a Scan Tool. We have to order our clusters with the odometer set already by the repair center. The only thing you can do with NGS is retrieve the odometer mileage from the cluster, in case the display is inoperative.

To replace the gas guage they change the entire dash?
Like lots of things I ran into at the bodyshop--the gas gauge is probably not servicable separate from the gauge cluster like in the old days--that's my best guess--strange what they offer as separate tho--you just have to call a GOOD ford parts department and ask--like service tech's, the parts guys aren't all created equal--it's not always just punching the VIN
