High Mount Brake Light - Electrical Short?

OK, I've actually posted responses to people who have had their high mount brake light go and told them what I did to fix the problem. I replaced mine about 18 months ago (bought the ballast used from a local auto wrecking yard for $15 bucks). Just recently, the light went out again. I was thinking I just needed to go buy another used one from a yard until one day my wife was driving my Explorer (1996 XLT) and I was following her in another car. As we came to a stop light, she applied the brakes, and for a brief moment, I saw the high mount brake light flash. It lasted less than second or so, then it went out. I'm thinking the ballast may still be good and that their may be another reason - like an electrical short or fuse maybe? - that it's not working properly. Any ideas?
