Explorer Electical Short

Hi,
I have a 1997 Explorer. With all of the doors closed and lights off - including the engine comparment light, the current drain is about 500mA. It's killing my battery - slowly, but surely. I checked with a couple of other cars and the drain is on the order of 3-4mA.

I began pulling out the fuses (and putting them back in) to find the culprit circuit. It is fuse 25 which includes curteousy lights, power windows and the speedometer.

A few Questions:
1. now that I know which circuit does anyone know of a clever way to debug this?
2. Is there a known or common problem with this circuit?
3. Does anyone know what the normal drain should be when the truck is completely shut down? Is it about 3-4mA?
