1995 Explorer Idle Surging

1995 Explorer Idle Surging
My 1995 Explorer 2wd has started to surge after starting. Doesn't matter if it's hot or cold. Will surge up and down about 1000rpm until I put it in gear (auto). Then everything's ok. Any ideas where to look first?
