brake pedal gets hard

I have a F700 that the brake pedal gets hard when the brakes are applied. The master cylinder has been changed, and the problem still occurs.

Is it power assisted? Check the vaccum line going to the booster.

Sounds like a power booster problem, it being a 79 it has to have a booster. Shoot, we just had a 58 caddy in the shop with power brakes.
