Sounds like the linkage might be jambed or causing excessive bind on the motor. On that particular year the motor and governer all come as one unit. Check your linkage under the front kowling. If you need some more info on that let me know went through the same thing a couple years back with my 87 F-250

easiest way to replace wiper governor
To pull the governor, take your two panels off (the ones to the right and left of the steering wheel.) Remove the headlight / windshield wiper panel (metal panel that holds the switches in place.) And look through the opening, You should be able to see a small box mounted on the inside of the dash just below the switches. Take the screws out that hold the box in place, unplug the wiring from the wiper motor, and from the wiper switch, unscrew teh ground wire, and it should come out.
I just added this little piece to my 88 F-150, so I remember how to take it out, since I got mine out of a wrecking yard. But mine is now starting to act up, sometimes not working on High speed. So, It will have to be replaced again.
Any other questions, don't hesitate to ask.
1988 F-150, SWB, 5.0 EFI (formerly 4.9 EFI), M5OD 5 speed, 3.08 gears, Summit shorty truck headers, Custom built Flowmaster exhaust system. Force 4 LP6000 lightbar, Federal signal PA-300 100 watt siren, Icom IC-V100 50 watt mobile radio.

1965 F-100 (just purchased 1/18/01), SWB, 390, C-6 auto. Dual exhaust, Not much else to do to it.
Can see both below.

easiest way to replace wiper governor
LAST EDITED ON 07-Feb-01 AT 06:09 PM (EST)[p]I've done that wiper governor R&R before, and I noticed that the electrical plugs from wiper switch to wiper governor to wiper motor were all male/female such that the assembly line could quickly build non-intermittent wiper trucks...just leave out the wiper governor, plug switch directly to motor.
So could anybody else who didn't feel like spending the bux on a new governor; I spent it...I like intermittent wipers!

so all I need to get intermittent wipers on my 88 F150 Custom is to get a wiper governor for that year at a wrecking yard and plug it in? I'm definitely going to do that!

You need mroe than just the governor. You have to have the switch as well. It won't work with the stock two speed wiper switch, mainly because with the intermittent wipers you turn the **** to the left, for the delay.

Could we make this a sticky ??? Wiper delay

(Start of new post)I'm not sure what year Ford's method of creating wiper delay changed but this is for the older trucks and 88"s for sure. In my case it wasn't the soldering that was faulty inside the the intermittent wiper governer. For those that don't know this is a small "black-box" that is up under your dash above the emergency brake pedal. It is wired inline with the wires from the dash mounted wiper switch and the wires that head out through the firewall to the wiper motor.
Inside this little box is a circuit board with various resistors, capacitors, and a very tiny relay beside the heat sink thing others have mentioned. In my situation all the soldered points were good it is the tiny relay that is a problem. I beleive the problem is like when a turn-signal relay gets old and begins to blink quickly. The bi-metal band inside gets old and worn. With the governer box open and key on, start the wipers in delay , hi speed , lo speed whatever. AS they are working you can hear an audible click from the little relay on the circuit board of the governer module. For each cycle the wipers make, if you tap this little relay gently with something like a pen, you can make the wipers stop. This governer seems to only affect the intermittent option and the automated stop which places you wipers at the bottom of the windsheild when you turn off the switch. It does not affect regular hi and lo wiper modes(for me anyways) except for their parking cycle. For now I just put the module back together and left it hanging down by the e-brake if the wipers malfunction I give it a little love tap and we get along again for a while. When I get some spare change I'll see how much I can score a new one for and change it out. By the way this worked for my application:
1988 F-150 Super Cab 351W. Obviously other years could be different or other things could be wrong.

wiper controller fix. Thanks FTE's
I just wanted to pass on my thanks. I had a problem with my factory intermittent wipers too. They only worked on High. Some forum posts describing the bad solder joints was exactly my problem. Thanks again!
